What can a DER do for me.....

 

What is an FAA Designated Engineering Representative?

Well its basically a person, US Citizen, who has demonstrated engineering knowledge and skills in developing
engineering data and/or reviewing it for aerospace companies that
build any parts that are installed on commercial aircraft or helicopters.

Why do DERs exist?

Well the Federal government allocates certain funding for Federal Aviation Administration activities and these are tied to budgets approved by the Congress. A long time ago the FAA realized it needed help with processing the vast amounts of data involved in the certification of FAA approved products so they started delegating some functions to individuals that have demonstrated knowledge, a good working relationship, have integrity and can help guide applicants through the regulations and procedures to get hardware and software FAA approved.

What sorts of things do DERs do?

Well we help act as interface between the applicant and the FAA to help guide them in creating certification plans,
engineering inspections and reports, to eventually help applicants receive:

* Type Certificates
* Supplemental Type Certificates
* Parts Manufacturing Authority
* Major Repair approvals
* Repair Specification (multiple use approvals)
* Alternate Means of Compliance (AMOCs)
* Vintage Aircraft Support
* Military Conversions and much more.

Each DER usually has a Specialization in one or more areas of expertise.
My area is in the area of Mechanical Major Repairs with RS-DER delegation as well for 14CFR:

* Part 23 (Small Airplanes)
* Part 25 (Large Transport Airplanes)
* Part 27 (Small Helicopters)
* Part 29 (Large Transport Helicopters)
* Part 33 (Engines for Non-rotating parts)

This means that the FAA has entrusted me based on my knowledge, experience, and close relationship with them
